Hyperlinking an Animation

I have Fireworks CS4 but have came across a little problem. I am trying to create an animated banner that basically rotates 3 different images (all same size). I have created 3 different Hotspots, they overlap one another. I created 3 different States. I select the first State and then click on 'Layers' I show the layers that I want and the hotspot that I want for that State. I go back to 'State' and select the 2nd state, then I click on 'Layers' and show the layers and different Hotspot for that State. I repeat this process once more for the 3rd State. However, when I hit play they all link to the last Hotspot that I selected. And when I check all 3 States, they all have the last Hotspot I selected as 'show'. Is this possible to do in Fireworks?

You can have only one hotspot on an animated gif when exporting from Fw. :(
